The land registry extract for information (extras de carte funciară) is the official document issued by the Romanian Agency for Cadastre and Land Registration (ANCPI) showing the current legal situation of a property: who owns it, its description and any charges (mortgages, interdictions, easements or litigation notes).
It is the document to read before buying, selling or renting property in Romania: it shows whether the seller really is the owner and whether any charges are registered against the property.
When you need it
- Checking a property before purchase or pre-contract
- Notary appointments for a sale-purchase
- Mortgage files at the bank
- Litigation, partitions, inheritance
- Renting a property safely
What the document contains
- Part I: description of the property (address, surface, cadastral number)
- Part II: the owners and their acquisition deeds
- Part III: charges such as mortgages, interdictions, easements or noted litigation

How to read the three parts of a Romanian land book
The extract is organised the same way every time, which makes it easy to read once you know the layout. Part I describes the property itself: address, surface area, cadastral number and, for apartments, the share of the common parts. Part II names the owners and the deeds through which they acquired the property, so you can see whether the person selling to you is actually the registered owner. Part III is where the money lives: mortgages, interdictions to sell, easements and notes of pending litigation.
A blank Part III is the outcome you want. Anything written there travels with the property, not with the seller, so a mortgage that is still registered on the day you sign remains your problem afterwards.
Extract for information or extract for authentication
There are two kinds and only one of them is orderable by you. The extract for information is what we deliver: it states the legal situation of the property and is what banks, lawyers and buyers use to check before committing. The extract for authentication is requested by the notary, in their own name, at the moment the sale deed is signed, and it blocks the land book for a short period so nothing can change between the check and the signature. If a Romanian notary tells you they will obtain the extract themselves, this is the one they mean.
Ordering from abroad
Nothing about this document requires you to be in Romania or to be the owner. Land book data is public in Romania and can be requested by anyone. To order, the cleanest input is the land book number plus the locality; if you do not have it, send the full address and we will identify the property. The document arrives by email carrying ANCPI's electronic signature, in Romanian, which is the only version that exists officially. Banks and notaries need that original; if you need it in English for use in your own country, have it translated after delivery.
